How do you get out of round tires 700 1987

Michelin X plus radial tires 185-70-14 from SAMS mounted on factory alloy rims were originally round with no vibration. Now after 40K miles they are no longer round. If you look at them while jacked up and spinning they are not round, tire tread moves in and out while rotating. They shake at highway speeds over 55mph even after being rebalanced. Apparently the indented spot or spots on the tread cause them to bounce up and down and shake when going fast.

What would cause the tires to get out of round? I think the problem developed while they were primarily on the rear. Car is plain 740 with rigid rear axle.
