EGR warning light on dash 200

In my '79 244 DL the EGR light is always on. So I stuck my hand behind the dash to see if it was just a loose wire or something. When I moved the wires the light went off, but eventually the light would just come back on. The wires that I found to be the problem were plugged directly into the back of the EGR light. They are 2 red wires that go into a blue platic sleeve that connects to two metal prongs that I am pretty sure go into the EGR light. These wires come out of a VDO black plastic box that has a couple gears in it and on the other side are some thin copper/metal pieces that spiral in the center. With these wires unplugged I do not notice any change in the car, I just don't have a red light constantly shining in my face.

What is this contraption?
Does it matter that it is unplugged?
Why would the EGR light turn off when I move the wires around?
Should I check and replace my EGR?
