Lights out...still 700 1989

Okay- this is driving me nuts. I have done everything but burn incences over my headlights to get them to work, but no go. I have checked the fuses and relays, sanded all contacts, checked every wire and sealed beam headlight, you name it I did it. So here is the problem- headlights do not work on lowbeam. When I toggle on highbeams, both lowbeam lamps come on as well as left highbeam but the right highbeam does not come on. While I can drive with the highbeams on no problem, it isn't going to get me by inspection and it annoys other drivers. So if anyone has any ideas I would love to hear them. Are there any other little black boxes I should check, anything at all? Thanks for any info., it is always appreciated.
