headlights hi-beam problem 200 1983

The car is a 4-door 1983 240 turbo. It has the dual lamp setup for headlights and has the OEM style sealed halogen lamps. Low beam mode works fine for both passsenger and driver side. When switched to the high beam mode, the passenger side lights work fine, while both lamps on the driver side do not turn on. Does this sound familiar? Any pointers on where to start troubleshooting appreciated. The lamps themselves should be good; both inside and outside driver side lamps are brand new.
