AC not cool enough, recent 134A conversion 200 1987

Hi again:

This time it is an AC question. Last weekend my father-in-law kindly agreed to fix my AC. The R12 he put in last year had either leaked out, or another problem had arisen. Regardless, we decided it was time to switch to R134A if any additional work needed to be done. Stacy pulled a complete vacuum, replaced the accumulator & the expansion valve, and recharged the unit. He also put oil in the compressor and did a leak check. He cleaned the condensor coils as well. The unit cools, but not nearly as well as before. It is noticeably less cool when going from stop to stop in town. What is the likely culprit? He thinks perhaps the system is overcharged. He wasn't certain about how much "gas" to put in. He said he put in about 42oz. I had read somewhere else on the brickboard that only 80-85% of the R12 equivalent should be used. Stacy also thought maybe the compressor was going bad. I would like to think the compressor is not on its way out.

Father in law will be here in a couple of weeks and plans to bring his gauges. If anyone can offer a suggestion for him to check, I would greatly appreciate it.
