87-740 condenser cooling fan operation?

Im trying to understand how the condenser cooling fan is suppose to operate. Is it suppose to run when the a/c is on? Or only when the radiator temp switch is closed.

In my wiring diagram it looks like a separate power source via the ignition computer.

Can anyone verify?

I had a blown N0 7 fuse. I replaced that. But, now, if the fan is suppose to run with the a/c, its not doing it.

Also, where is the "idle advance relay"?
