Engine idle not adjusting! 200 1987

I readjusted the timing , but it will not idle (Too slow and cuts out).

I tried grounding the blue-white wire to be able to adjust the idle, but after the first attempt no adjustment was possible, in fact no discernible difference was even noted when I grounded the wire after the first attempt.

I did not disconnect any vacuum lines because the sticker on my '87 says to have them connected when setting timing and idle (My '86 says to disconnect ... why would that be aren't they both B230F?)

So presently I am going to start at 1) changing all vacuum lines, 2) ??? I'm stuck
