Drilling holes in taillamps... where? 200 1991

My driver side rear taillamp floods when it rains and I keep burning out brake/tail bulbs. I've heard about drilling a hole into the taillamp to let the water out but wanted to know where I should drill. The bottom of the lens itself? The bottom of the plastic casing (prolly not since that may let water into the trunk.
