83 245 electrical problems REDEAUX

I have the understanding in the fuel pump system there are three relays, two under the dash, which I HAVE checked out, and have confirmed they are okay. The third relay is, as I understand it, beneath the passenger seat. Question is, do I have to remove the seat to access this relay.

Sorry for the delay in all this, a whole bunch of superfluous bs came up along the way.
