a/c rehabilitation, fuse 7 melted 700

I've begun the process of rehabilitating the a/c (among other things) on my '86 740 turbo wagon (manual trans), 336k, runs great. Fuse #7 - electric cooling fan - is melted. I've seen on this site the instructions for wiring a fuse holder into fuse #16 (blower moter, a/c) slot and tried the same procedure on fuse 7 with negative result. Of course, I first replaced the frozen fan with a guaranteed one from a reputable wrecker. Is it likely that a relay fried as well?
