'96 964 timing belt screw up! HELP !!! 900

Greetings... Had to tackle the timing belt today...140K miles and time for the second belt... I opted to replace the idler pulley, tensioner pulley, and water pump at this time also... All new Volvo parts except the water pump... from Autozone, brand is Apora #B 190-1080 made in USA by ASC industries, North Canton, OH, lifetime warranty...half the cost of Volvo water pump... My problem is: whenever I line up the crank pulley marks and the intake and exhaust cam marks the timing belt seems to be off a little when I try to put it on from the crank to the intake cam then over to the exhaust cam... when I release the tensioner and rotate the crank two complete turns the timing marks on the cams do not line up correctly...All I can figure is the waterpump pulley(full teethed) as compared to the Volvo pulley(missing teeth) is of a different size and is throwing everything off... any and all help is truly appreciated...
thanks,,,, Walt
