Radiator Fan not working 700

Greatings,
It is hot....and A/c is not helping much. Yesterday I discovered that my condenser fan is not working at all. I think ( as I remember) fan used to work with a/c on. I tried to spin the fan by hand and it goes kind of tight in one direction. I tried to look for the power but the connector to the fan shows no voltage. Thermal switch in radiator doesn't get any power either. I would like to check the relay but I don't know where it is. I traced wires from the fan to the firewall by the brake booster. Does any one know where to look for the relay on 1990 760 wagon with turbo engine ?

Please help or my wife will make me buy a Honda....
