what could be the problem? 200

Had the emissions done today but it failed since according to the tech as per the results of the tests that my 240 has a bad catalytic converter or oxygen sensor. I ended up asking for a ride since they said that they needed to check it tomorrow and give me a call. One of the techs decided to give me a ride to my place on my car but as soon as we left about a block from the gas station, the car just stopped and just wont start. I just replaced the battery yesterday after not running it for about 3 months since I bought it and the tank has gas in it. The previous owner mentioned to me that it would occasionally do this kind of a problem but cant figure it out. Any thoughts from you guys would be much appreciated.
