The role of the fan clutch in cooling the car 200 1983

In a thread last month, a poster told of a time when a mechanic put his hand on the plastic fan as the car was running and stopped it from rotating, leading to the retort about how many fingers the mechanic still has.

Be that as it may, I wonder what this means: my 1983's fan turns easily when the engine has just been stopped, and there is resistance when the engine is cold.
