Body work? 200 1988

Anyone around have any tips on fixing paint scars? volvo color: Black

My '88 has plenty of scratches that I don't want to get to the rust stage and does have a handfull of small rust spots I need to take care of as well. The question is what is the best way to handle this? I have a dremel for the rust spots, but what about the scratches? There is also a spot on the front 1/4 panel top section that looks like the clear coat has rubbed off, you know the kind cars get when it looks like they are being refinished, how do I fix that?

Any advice is appreciated!
