1985 740 Turbo Diesel 700

Hello,

Ive just bought a 1985 740 turbo diesel after owning gas 240's for years. 3 weeks after purchase the car wont start. It will crank but not fire. im trying to learn how to fix this one myself so any advice would be great. Im thinking glowplugs or fuel system. heres some questions:
1. what voltage are the d24 glw plugs. the "slow start" or "quick" kind?
2. where is the glow plug relay located.
3. what kind of tool is needed to remove glowplugs? (rachet is not deep enough)

the undercarriage is real wet with oil and i get about a 1 inch oil spot everytime i park it. im worried i got "taken for a ride". any adice on starting or finding the oil leak would be great. otherwise shes in great shape, no rust interior perfect, 126,000 miles.
