What can I do to increase gas mileage on our 1989 245? 200

Our 1989 245 only gets about 17-20 mpg. Seems to run fine otherwise, recently tuned up, new air filter.

Our brick is usually loaded down (roof rack too) with gear and kids. Typical speed on the highway is about 70 mph>

Could the tire size have anything to do with it, P205 70R14?

Any thoughts or suggestions?
