Turbo Upgrades 700 1985

I have just gotten a 1985 turbo intercooler 740. I'm planning on doing a lot of mods to the turbo and what not to take make it as fast as possiable. My plan for boost levels is to have an 8psi base and at the flip of a switch go to 12psi and then for extreme situations a button that u hold down to get s short short span of 17psi. I was wondering if that is a safe range of boost to run wiht a rising rate fuel pressure regulator. If it what do i have to do to make that a safe amount of boost?
