FRUSTRATING wastegate! Please HELP!! 700 1989

This morning I jacked up my car, and intended to shorten the wastegate actuator rod to get some more boost. But the part that the rod connects to moved.. and now it wont even go back to its original position. I now have to lengthen the rod A LOT just to get it to reconnect. Its like its stuck open or something? Im really frustrated, because now I have hardly any boost!! Someone help!
