no high idle at start up, late Idle Air Control 'IAC' Valve Rebuild

i have a 93 940 turbo. the car has never idled high when i start it. when its cold its very low. ive decided to fix this. i read about the iac valve and how it adds air to the extra startup gas and it is getting power. i removed it and cleaned it but the later ones cant be taken apart to clean. i used brake cleaner and got alot of dirt and oil out of it. out of the 20 times ive started it since its idled high twice. has anyone taken one of these later ones apart? also it only has two wires unlike the earlier ones. what can i test? any ideas or help would be great. thanks.
