Will it run at all if the timing marks are one tooth off?

I am having a hard time getting the timing marks lined up. I got it to where I thought it was right, and started it up without out anything but the timing belt on the pullies, and it ran, but it ran like crap.I just wanted to check for leaks, and see if it would even run. So, is it running like crap because I don't have the alternator hooked up yet, or is it a tooth off? If it is one tooth off, will it even run? Also, the harmonic balancer was wobbling, and it arppeared to be out of true, Not sure if I don't have crank sprocket on backwards or not, I don't remember the order it came came apart. I beleive it was the oil slinger(?)washer, flared end facing block, then crank sprocket, (notch facing out)then the other sheet metal washer with the timing notch, then the balancer, is this correct?
