It stopped again 120-130

I had my '67 122 running, and doing well, I thought, and took it for safety inspection. It stopped and I couldn't get it going. In a panic, I got it to a guy I used to have do stuff for me. He fooled around with it, got it running and it stopped during a test drive. He said it flooded at first and then acted as if no fuel was getting to the carbs.

He said the plugs were wet, so replaced the new plugs I had installed and added "spacers" to avoid fouling (I didn't approve it). Still no start.

I took the carbs off and cleaned them thoroughly and found that one of the floats was damaged and replaced it. Carbs are now set to at least get the car running. No start. No hint of an interest in starting using starting fluid.

I get spark at the wires. Two questions. Could the "spacers" interfere with plug performance and cause a problem with the spark in the combustion chamber?
Also, any advice, except to tell me I was wise to avoid this guy in the past.

I'm not really panicked, but frustrated and my wife wants the car home and out of harm's way. I can't bring it home without licensing it first and being able to drive it.

Any help would really be appreciated.
