How can I tell if I am a tooth off on the timing WITHOUT taking it all apart again?

Usually and fortunately the Cam gear is usually the one that moves as you tighten up the Tensioner. Yes the car will start and rev up nicely under
no-load if the Belt is off a notch.

Turn the Crank to show TDC on the lower Timing Cover (you may want to take the Spark plugs out for this) When you are sure the groove in the Crank pulley is lined up with the TDC mark on the Cover pop off the distributor cap and look to seee that the Rotor is facing the #1 Plug Wire. if yes the you can loosen the top Timing Cover enough to see if the Cam mark is lined up. If both the Crank and Distributor are lined up and the CAM isn't..that's good. You can loosen the Tensioner, pull the belt off the CAM, shift the CAm by hand and get the belt back on. Aint easy, count on bloody knuckles but you can do it.
