More problems with the '67 120-130

My '67 is running, but has no power. I get spark to the plugs and there's fuel - perhaps too much. When I removed plug wires - one at a time to check for spark, there wasn't much of a drop in rpm when either plug # 2 or #3 was removed, suggesting that cylinders 2 and 3 aren't doing much (I actually couldn't hear a difference). I pulled each plug to make sure there was a spark at the plug itself and there was. What would make the two cylinders work poorly -if at all - if there's spark and the other two cylinders are working fine?

Any help would be appreciated.
