960(96) Hard to start 900

My 96 960 (97k) doesn't like to start. Ihave replaced the fuel pressure regulator (didn't help) and now that the temp in las vegas is over 100 it takes 4 to 5 tries to start. I put a pressure gauge on the fuel rail and it reads 43 lbs when the engine is running but drops when it is shut down. Pressure raises while cranking and when it finally starts. I have been advised to replace the fuel pump. The alloemparts guy sez a new pump is 200. or so but does not include the tank assembly. Is there a valve in the pump that keeps the pressure up in the fuel rail? Is the tank assembly possibly the problem? Is there anything else that could be causing this problem? There are no fault codes.
