high beams won't turn off 140-160

Hoping you all could help me out with a minor head light problem. Every time I turn on my headlights the highbeam indicator turns on and both my high and low beams are on at the same time. If I hit the dim switch the display light on the dash dims a little but the beam stays the same. I've swapped out the relay with a couple others but the problem still occured. Do the dimmer switches on the column ever "go out"? I've look over my wiring about 3 or 4 times and everything seems fine.
