Failed Virginia Emission Test - High NO emissions - 740 Stationwagon (Non-Turbo) 700 1992

I just came back from VA emission inspection. Passed with flying colors on HC and CO emissions but failed miserably on NO emissions.

At 15 mph and 25 mph, limits and reading were as follows:

15 MPH

HC (ppm) - 105/0, CO(%) - 0.58/0.01 and NO (ppm) - 809/1328, RPM - 1684

25 MPH

HC (ppm) - 101/1, CO(%) - 0.56/0.02 and NO (ppm) - 732/1273, RPM - 1684

What could be the problem? I had recently replaced air/fuel sensor at the shop and have been running hot during long idle modes when caught in traffic?
