Overdrive problem: automatic 91' 240 Stat. Wag 200 1991

My 91' 240 wagon won't shift into top gear, and the overdrive light on the dash remains lit - clicking the overdrive button does nothing. I inspected/replaced the overdrive relay behind the glove comp., and this did not solve problem. Also verified fuses are fine. I did notice that the new O/D relay 'buzzes' (or humms) when the car is on. I can hear and feel it. Any thoughts on what might be wrong? Recently my shifting has slipped a few times when starting out quickly - hmmm? I checked and refilled trans oil, which was a tad low. Thanks! -Ben
