'92 940 Relays, Fuses and A/C 900 1992

Help! Need to get my wife's car on the road again.

After my son replaced a fuse in slot 16 in fuse block (the slot is brown from burning? and plastic slightly melted around it)NOW the a/c and fans do not work.
Car does start and is non-turbo. Replace fuse block? What other part replacements would help (blower motor? and/or relay tray?) We are in Southern Texas and it's too hot for no a/c in July.

General: Where is the radio suppression relay and what does is look like? Is it plgged in to the relay tray or under hood?)

Any good Volvo repair shops in Corpus Christi, Texas? or San Antonio? Our Volvo dealer just closed!!!
