Need Help regluing trim over wheel well 700 1986

Can anyone tell me how to reglue the trim over the passenger side rear wheel well? It is bent back and pulled up a little but not significantly distorted. There is a black metal extension that looks as if it should be inserted somewhere.

What I see underneath the strip now is black and sticky looking stuff - maybe some kind of tape?
