83 242 turbo 200

I Purchased an 83 242 turbo the turbo didn’t seem to be working. I didn’t get to work on my turbo yet and it seems to be working.

Could it be because it sat for a bit before I got it? Then after being used the turbo is coming back to life. I see on the turbo gauge where the needle goes into the orange when I'm driving it. I can here a faint whistle coming from under the hood
