air release sound after releasing accel 700

Accelerating and then letting off I noticed a big air release sound similar to the sound Semi Trucks make with their brakes. Looking under the hood I saw that I had lost a bolt on a regulator that I am unfamiliar with and can't find in my cheap books. I have put up 2 pics and was wondering if someone could tell me what this piece is so I can order the respective nuts (there isn't a yard nearby and no other car for now) or is it ok to drive like this about 40mi to the nearest yard/parts store? Also where can I get a detailed book that would have described this piece for me? I looked on volvotechinfo.com but can't figure out which guide ot order.
