760 B28 main Fuel pump output 700 1984

Old faithful died at a red light; unscrewed hose at fuel filter and found no fuel output when I tried to start car. Since main fuel pump was becoming noisy, I replaced with remanufactured pump, changed the fuel pump relay and both pumps (main and in-tank)whirred while cranking engine. The relay I replaced was the original one and had burn marks on it, so it appeared to be the main cause. Remaining problem: still no fuel output or pressure. Disconnected hose from tank to test tank output: strong, steady stream. Disconnected fuel hose between main pump and accumulator, turned engine and not a drop of fuel though pump whirred in start mode. Do I need to somehow "prime" the pump in order to get it to work or is it possibly defective while still sounding operational?
