Speedometer / Odometer Problems still 200 1990

I thought I had my speedo problem solved. The original unit was working intermittantly. Tapping the top of the dash would sometimes make it work. I found a nice clean cluster in the pick and pull with similar milage and subbed it in. It appeared to be working fine and I went on to create and solve other problems.

Got the car back on the road last night and actually the speedometer works up to about 40 mph only. It does not appear to have the well know failed gear problem.

Is it likely that I am looking at the wrong point and should be checking out the sensor in the rear axel? Anyone have a schematic and/or method for bench testing the speedeter?
