Won't Start & Stalls 700 1991

1991 740 sedan, non-Turbo, non-California (Regina), 194,000 miles.
Chronic problem with stalling at stop signs or not starting after parked for a while.
'thought I had resolved it by replacing RPM sensor (part on top of transmission housing at back of engine). Also had replaced various relays, fuel filter, and usual maintenance, including cleaning of throttle body, relatively recent cap, rotor and plugs (185K).
Discovered that disconnecting the air intake behind the air filter and injecting a shot of starter fluid enables starting.
What could be causing this behavior?
Some messages seem to suggest ingnition coil could be a culprit. Would the starter fluid spray behavior be consistent with a coil that is giving weak spark?
