I Give Up! 200 1989

I have been pulling my hair out for quite some now and I think I am done. My 240 just doesn't want to start; what has been done? Spark plugs, wires, cap, rotor, timing belt, coil, RPM sensor, all ECU checks (in the Bentley), changed ECU with known good one, fuel pressure regulator, in-line fuse for ECU. There is spark, I pulled each plug and grounded on engine to verify. The plugs are fouling from fuel. I can clean the plugs re-install them and get one good crank that sound like it wants to start then I have to remove the plugs and dry them before I can try again. I verfied that timing belt was installed right (from a previous post). I just don't get it, got fuel, got spark, why doesn't she fire?
