Leak Question 700

I have a leak onto my drivers side floor. I know where it comes in (not the panel, fixed that). There is a wiring harness that comes through on the left side and goes upward into the dash. The water drips in on the wires and onto the floor. Its one of those leaks that only happens sometimes, depending on the angle of the car and the intensity of rain... but when it does the floor gets plenty wet. Anyone ever have this leak?

I thought I would pull off the fender and get to it, but I didn't realize that section was completely sealed off even under the fender! Any ideas how to fix it up? Thanks!
