what did the previous owner do to my 242? 200

Greetings to all.
I just bought an '82 242 GLT with a B23E and 193,000k and good compression. Love it, faster than I thought, runs well , but hunts (fluctuates) at idle and gets brutal gas mileage with mechanical injection and manual 4/overdrive. I went looking for the oxygen sensor, only to find that the p.o. had removed it and plugged the hole with a length of pipe and screw in fitting(?) I wonder what made him or his mechanic do that? Does this suggest an underlying or pre-existing problem to anyone? I'm also trying to cure a newly moaning fuel pump. In tank pump whirs at the turn of the key. I'm trying the filter next. Thanks. ARN. ps. this is my first volvo.
