No Boost 200

I have no boost in my 84 242ti. The problem has gradually worsened untill now when I cannot get the car to boost at all. When I checked it out I found that the wastegate gives VERY stiff resistance when I pull back on the Actuator Rod. It does move, but not easily. I think this may be the problem, but I'm not sure. Is this normal, and can the wastegate be fixed or must it be replaced? I have the cat off the car in order to get a crack on it welded, so now is a good time to deal with the wastegate. Any help or commentary on this problem would be a big help, thanks.
