engine tune up 200

86 Volvo 240 wagon

I would like to tune up my engine. I've never done this before and I'm looking for tips and advice. I plan on replacing my timing belt. My chilton manual has a section on adjusting the engine timing, but my bently manual has no reference on this subject.(none that i could find) Is this something I'll need to do if I change the belt? Also, volvo has a special tool for holding one of the pulleys from turning while removing the nut. Can this be done with an air ratchet instead and no special tool?

What are all necessary things to do when tuning up an engine?
