what is the normal max boost on a intercooled turbo? 200

Hi,
I have a 1985 245ti with a new boost guage. The highest the boost ever goes is 7 PSI. I thought the max pressure for a turbo was 10.5 PSI. I tested the guage and it is correct. Is the pressure I'm getting normal or is my car just out of tune.
