Year of 244 with Euro side lights? 200

I saw a 244 today that had a nice coat of paint on it, but what really grabbed my attention was the Euro-style side marker/turn signal lights. On the left side (only saw one side as I drove by) it had the light directly above the Volvo logo.

I'm curious as to what year/model/other info I can find out about it. I thought that Euro side lights were, well, only in Europe. Thus, I would think that someone did the Euro lights after they got the car, but I was under the impression that the lights replaced the side Volvo logo, whereas this car definitely had one above the light.

Did the later 240s (post-'89, at least) finally start having the side lights in the U.S.? Is this someone's fine handiwork? How would they have gotten the logo to stay on (from what I can tell, it's not just a sticker but rather some sort of plate that fits in a mount)?
