84 245 DL Bright Beams? 200 1984

Both my low beams work fine but when I go to bright both head lights on driver's side fail to illuminate. Pax side lights work as advertised. I've relaced the head lamps with known good bulbs, cleaned the ground contact, rewired both driver's side headlamps and swapped the relay box from my other 84 Volvo. I keep getting the same results. Looking for help. Where should I look now? What's my next move? Thanks.
