240 Fuel Pump Problems 200 1990

I have been having trouble diagnosing a problem with the fuel pump in my 1990 245. When I attempt to start the car, the fuel pump does not run; however, when I jump the terminals on the fuel pump relay, or the fuse block (4 & 7), it runs and the car will start and idle. It seemed pretty simple to me that it was the fuel pump relay. As luck would have it, I replaced the relay today and am still having the same problems. I can't think of anything else that would cause this. All terminals on the relay are getting 12 volts, except the yellow/red wire (terminal 87/2). Again, when I jump terminals 87/2 with the "hot" terminal (terminal 30), the fuel pump will run. Could the brand-new relay be bad? Please help!
