White smoke; weird fan; idle doesn't increase w/ a/c 700 1991

All right, here are a couple of questions in my ongoing effort to bring my '91 745T up to mechanical speed:

1. At high speeds, especially after acceleration and turboboost, I see an emission of whitish smoke from the exhaust (could be blue, but it is too diffuse to see the color). It also seems like the turbo levels out at around 4000 rpms and doesn't increase boost at that point. I am considering rebuilding my turbocharger (the Mitsubishi variety - easier to get out)...anyone had any experience with this symptom or with DIY rebuilding of a turbo? I have read the FAQ's about this, and found them helpful.

2. Here is a weird one: My a/c fan works fine most of the time but sometimes when the car is going at highway speed and I accelerate it slows down to almost nothing, and if I turn it up to 5 I get the amount of air that blows at 1. Then after awhile it resumes its normal working. I have found that turning it off and back on again sometimes seems to reset it. Anyone come across anything like this?

3. Isn't the idle supposed to increase when the a/c is turned on? My idle, according to the tach in the car, is about 600 - 650 (too low) and then when I turn on the a/c it dips to 500 for a few seconds and recovers to no more than 600. In my '86 744GLE (the GOOD car, compared to this one), the idle always goes up to 900, as it is supposed to, when I turn on the a/c. Is there a relay or electrical connection from the a/c to the ECU that should control this?
