With the key in Position II, on the LH 2.4 on my 93, the fuel pump will not re-energize unless the car is shut down for exactly 3 minutes or later. If you restart the car inside of the 3 minutes and pause in position II, the ECU assumes that the fuel rail remains pressurized and doesn't start the pump until it gets a tach signal (engine is turning over).
