Engine vibration 200 1991

I would look at the Heatshields again. Grabbing them and twisting doesn't always tell the story. Smack the exaust pipe with your palm and see if you get a split second of vibration. Another shiel to look at is the one that is held into the exhaust manafold with two bolts. where that shield meets the one below it can rattles at Frequency.
Check you Motor mounts. If the engine is sitting a bit off, it will 'tweek' the exhaust causing additional vibration to your exhaust system. After going crazy, It was bad Motor mounts that stopped my problem. Same exact syptoms as you are seeing. It was an RPM thing not speed.
