240 DL surges, suggestions 200 1990

My 1990 Volvo 240 surges when you start it, making it undrivable. This happened one morning w/o any warning.

I've replaced the air mass meter with a used one.
Still does the same thing.
Idle evens out with I disconnect the AMM, but it still surges when I push the accelator

Disconnecting the idle regulator doesn't really do anything, so I don't think that's it.

Any suggestions on what that problem could be. I really need this car for work and transporting children to school.

Some suggestions I've got include disconnecting battery to let the computer reset itself (haven't had a chance to do that yet) and checking for vacuum hose leaks
