Fuel low, doesn't start 1979

I am about to purchase my first Volvo, a 1979 Volvo Wagon and get a bargain on it, measure it an earned bargain. The Volvo gas tank was very low on fuel, and now the Volvo does not start. I have been informed that this happens with old Volvos, the fuel nears empty and it is hard to get them started. This one won't start. It was running fine up until then, and the the fuel was always kept above a certain point. I have been told the engine is fine. Is there anything to this, and where should I look?
