Turn Signal Fuse Keeps Blowing 900

I recently purchased a used Volvo 960 and everything was fine for about a month. I now have begun blowing the turn signal/warning flasher fuse. At times it may work for awhile but then blows after several minutes. Other times it blows right away after replacing it. I looked around the tail lights and front lights and can see no bare wires. It seemed to work if I have the steering wheel turned to the right but when I turn it back to the left it stope working. The short may be in the steering column area? Any suggestions on how to track down the site of the "short"? I'm guessing it is a short. Thanks in advance....email or post help would be appreciated.
